Open an Account
To have water service turned on, PSA needs to collect certain information. You can provide the information by clicking here, emailing rcpsa@rockbridgecountyva.gov or by coming to our office anytime Monday-Friday 8:30 am to 5:00 pm.
Please be aware that our ability to turn on service is based on you satisfying all of the requirements, as they apply to you. If you do not, it will result in a delay in processing your request.
Bills are rendered on a bi-monthly basis. Your first bill will be generated shortly after the next meter reading scheduled for the property. For questions, please call our office at 540-463-4329, between the hours of 8:30 a.m. - 5:00 p.m., or email us at rcpsa@rockbridgecountyva.gov

Property Owners
Before setting up the service in your name, the following information is needed:
- Photo ID
- Copy of the signed deed or settlement papers
- Application (to start the process click the link)
- Service Address
- The name to appear on the account (must be one of the names on the deed)
- Telephone number(s)
- Email Address
- Billing address (if different from service address)
- The date service should begin-Please allow 3 business days and note that we do not schedule service requests on weekends or holidays.
- $40.00 account charge
The account charge can be paid in our office by cash, money order or check payable to RCPSA. Credit & debit card payments can be done by calling 540-600-4780 or by using the online customer portal.
The account charge and completed application are required to establish service. To start the application process click here. You can also come into the office to sign up. Our office hours are 8:30 a.m. to 5:00 p.m. Monday through Friday.
Tenants
Before a tenant can establish an account in their name, the following information is needed:
- Photo ID
- Application(to start the process click the link)
- Service Address
- The name to appear on your account
- Telephone number(s)
- Email address
- Mailing address (if different from the service address)
- Landlord name and address
- The date service should begin - Please allow 3 business days and note that we do not schedule service requests on weekends or holidays.
- Landlord authorization form, completed and signed by the owner/landlord or a copy of your lease agreement.
- A deposit paid by the tenant - see below for deposit amounts
- $40.00 account charge
The deposit and account charge can be paid in our office by cash, money order or check payable to RCPSA. Credit & debit card payments can be done by calling 540-600-4780 or by using the online customer portal.
The landlord authorization form or lease agreement, the deposit, and the account charge are required to establish service. The landlord authorization form or lease agreement can be scanned and sent to rcpsa@rockbridgecountyva.gov or uploaded here. The form, deposit and account charge can be brought to our office. Our office hours are 8:30 a.m. to 5:00 p.m. Monday through Friday.

Business Owners
Before setting up the service in your business name, the following information is needed:
- Photo ID
- If you own the property- provide a copy of the signed deed or settlement papers
- If you rent the property-provide the landlord authorization form or a copy of your lease agreement.
- Business Application- email the completed form to rcpsa@rockbridgecountyva.gov.
- once this has been received, we will email a service application.
- Renters: the deposit amount will be based on information provided on the business application.
- The date service should begin-Please allow 3 business days and note that we do not schedule service requests on weekends or holidays.

The account charge, deposit, proper renter or owner documentation, completed business application and completed service application are required to establish service. To start the application process, email a completed business application to rcpsa@rockbridgecountyva.gov or call our office. You can also come into the office to sign up. Our office hours are 8:30 a.m. to 5:00 p.m. Monday through Friday.
Hydrant Permits
Before setting up the service, the following information is needed:
- Driver’s license
- Deposit of $600.00 and a $75.00 account charge ($675.00 total)
- The vehicle must have a backflow device and will be inspected by maintenance prior to the permit being issued.
- Hydrant Permit Application
- Business License
- Tax id number
- Business name, address, phone number
- Contact information for the person responsible for paying the bills
- Contact information for the supervisor in the field
- Applicant must also be able to sign on behalf of the company/business.
- Type of work being done, location and approximate water will be needed
- Hydrant Contract
Permits
- Permits are valid one year from the issue date. There is limited use between Nov. 1st and March 31st and is only allowed at the discretion of the Executive Director, weather and temperature permitting. No permits will be issued during restricted periods due to drought or other water shortage conditions.
- A permit or a copy must be kept in the vehicle/s at all times. PSA staff and/or the County Sheriff’s Dept may request to see the permit any time water is being withdrawn from the hydrant. If the permit or a copy of the permit is not in the vehicle/s and available for verification the permit on record at the office will be revoked.
Vehicles
- All vehicles used must be listed on the permit with tag id, make & model and must be inspected by the maintenance department. Maintenance will also instruct in the proper use of the hydrant. The Hydrant Permit will then be issued.
Hydrants
- Hydrants approved for permitted use are painted with yellow caps and numbered. The permittee will be assigned the closest approved hydrant to their job site. Use of other hydrants, without prior written notice, will result in revocation of the permit.

- Moving a meter from the initial hydrant to another approved hydrant will incur a trip charge.
Report Usage
- Take a picture of the meter reading & email it to ldefino@rockbridgecountyva.gov by the 25th of each month.
Billing
- Water consumption and bi-monthly service charges will be billed as separate items on the bill.
- Your bill will be issued bi-monthly (every odd number month) on/or about the 5th of the month. Payment is due 30 days after the bill is issued.
- If payment is not received by the due date, a pink penalty bill with a 10% penalty fee will be issued. The penalty bill is due within 10 days from the issued date.
- If the penalty bill isn’t paid by the due date, service will be disconnected and a $60.00 delinquency fee will be added.
- When service has been disconnected for non-payment, the full balance must be paid in cash or card before service will be restored. Payments by check to reinstate service are NOT accepted.
