County Administration

Spencer Suter was appointed as County Administrator in October, 2012. He began his career in public service in 1994, as a GIS Specialist with Stafford County, VA. After working briefly as a GIS Technician in the private sector, he was hired in 1996 as the 911/GIS Coordinator for Botetourt County, Rockbridge County’s southern neighbor. In Botetourt, he subsequently held the positions of Communications Manager, Emergency Services Manager, Assistant to the County Administrator, and Assistant County Administrator. 

Mr. Suter holds a Masters Degree in Public Administration (2011) and a Bachelors Degree in Geography (1994), both from James Madison University. He also earned a graduate certificate in Local Government Management from Virginia Tech in 2010 and completed the University of Virginia’s Weldon Cooper Center LEAD program in 2007. His professional and civic activities include membership in the International City/County Manager’s Association, the Virginia Local Government Manager’s Association and the Rockbridge Chapter of the National Wild Turkey Federation. 

He lives with his wife and daughter in the Fancy Hill area of Rockbridge County, which he has called home for 17 years.
